they are tech2 frigates so we gotta wait til the BPO are given out via research agents, then wait for those lucky people who get them to start producing them.
Give it a week til there are some available at stupid prices, a month til they go down to 15-20mil each

I hope they stay expensive, because all they look like to me are basically the same amount of slots as cruisers only in a much faster package with only slightly less protection.
I wouldn't see anything wrong with paying 30 mil for a ship with that kind of power and such a high base speed.
