ok heres the thing whatever i do i cannot get the game running above 22 fps .... i take off AA and AF still runs at 22 fps put on yet again 22 fps .... its liek some curse or something at 1024x 22fps at 1280 22fps it just dosent go over it .... and i can run doom on med quality normally what the hell? and other people that i know are apparently running at an average of 80-100 FPS without any nudgeing on same card
i have latest Cat drivers 4.8 latest via hyperions windows XP SP1 Athlon 2000+ @1750 mhz 512 ram (hynix and Pqi stick) PowerColor radeon 9600XT DX 9.0C 3Dmark03 - ~4000
some dev should probobly awnser this or someone who knows what theyr talking about.

Press Esc and check the graphics setting...change from Window mode to fullscreen. If you have dual monitors running, fps is WAY higher with the second monitor disabled (I'm told this is a direct-x thing).
I'm getting around 60fps with 1280x1024x24bit. (course, I have to use 1152 in order not to go blind with the fonts as small as they are...)

im in fulscreen mode at 1152 and dont have dual monitors ... by all accounts i should have enough GPU power to run the game perfectly so i must conclude this is an eve problem.

I have a laptop with a 9600 GCard (has half the pipelines of the 9600pro desktop card) & a AMD 64 3000 CPU
I get 24fps average (upto 50 in a station)
I am happy with that as this game only really needs over 12 fps to be very playable, its not an FPS where you need to see every single little movement.
-EDIT-
No-one I know can get up over 60fps in this game without turning off most of the HUD or station environment (even an X800 with a 3.4Ghz P4 only gets in the high 40's in space afaik). Get a frame counter and try pressing ctrl + f9 in space & watch the frame rate rocket. The HUD is a MAJOR load on the GPU as it all has to be rendered in 3D (even the convo boxes)

I think it's CPU related. I upgraded from FX5600 to FX6800 Ultra and the only difference in Eve was that frame rates were more stable. With the FX5600 they were from low 20s to mid 40s. With the FX6800 they are low 30s to mid 40s. I run at 1280x1024 and have a 2.4G Athlon with 512MB of fast RAM.

well i found the problem ... its the damn UI .... nowdays i hit CTRL+tab and get rid of the windows and it runs at 40 fps in a FIGHT

Oh we've known that for a long time 
I think the UI is somehow taking a lot of CPU. I've heard that it's kind of rendered onto the main view rather than being a simple 2D overlay. If true that might easily explain the issue. -- (Battle hardened miner)

I know the same thing happens to me I am glad its not my computer. I am using the latest drivers and a radeon mobility 9200. in space, things are fine, but sometimes it runs sooo slowwwwwww and laggy. the new catalyst drivers fixed most of the problem but still a bit laggy in some areas.

I have athlon XP 2600+, 1024mb 333mhz ram, radeon 9800XT and my fps is about 20 in station and about 12-15 normally in space and less then ten when in belt with some other ships/drones. Ive been trying to solve this out with no luck. Just lost raven yesterday cause my screen just freezed when i warped to a gate with 20+ peeps. fps was 0-1. I can play doom3 with almost highest setting with no problems but it seems that eve is too heavy for my comp.
