Figure out if you've got what it takes to go balls to the wall. Roll up a newbie...throw some cash and implants at it. Train up for small ship combat, shouldn't take more than a week or two to get decently good at it. And go terrorize a lowsec. See if you like it. If you do, drag your main's behind down there and start kicking ass. If not, no harm done.

Pirating for fun is well and good. However, you will need an alt to make isk as you will die often.
Low sec system could be classified as:
1. Worthless.
System that is not a part of transit highway or has no good belts. Occasionally, you will find ratters, miners to kill there. Sometimes the system will have no stations. Good for belt hunting.
2. Transit.
System that is a part of transit route (i.e. Amarr-Rens). May have a gate camp with some pirate group who may be calling the system home. May or may not have a station there. Not so good for belt hunting even if you part of the above said group. Most incoming folks will be intercepted at the gate camp.
3. High Value.
System that has a high level agent (lvl 4 Q20 or lvl 5). Will have a group of pirates calling this system home, the surrounding systems are also protected. Do not go there unless you belong to the said group. Or you are a bait.
Once in a while a FW blob will come, just wait them out and resume whatever you been doing.
