Im doing missions for Intaki space and twice so far I have gotten this mission, both times declining it. I have looked online and on eve survival guide and there is no mention of this mission. Its a lvl 4 against mimitar. Any information helps, thanks.

There seems to be an extreme abundance of people not wanting to take any initiative lately. All the This vs That, and "What do i do?!?!?" posts. I don't mean to be offensive, but take the initiative to go figure it out on your own rather than simply relying on guides to do things.
I sometimes wonder how screwed all of these people would be if the daring individuals that trail blazed this game had been the same way :P.
Either way, if you have no other options, try warping into the mission in your pod (mission allowing) to gauge the initial difficulty before risking your ship.

I guess I can try it out, but I would rather not risk a rigged mission ship for no reason.

OH NOES!!!!!!!!! A RIGGED MISSION SHIP NOT THAT 
go buy a t1 battleship and insure it? if the mission is easy enough to do go strip the fit and self destruct after, if not well it was insured.
or be risky and dont insure it and just sell it back after.
and I thought the I don't want to do enemies abound because it hurts my faction standings was risk adverse....

you mission in 0.0 aka syndicate and youre worried about loosing a ship?

It's always fun to try new things in missions. Missions are relatively boring already so total reliance on guides to get you through them is like boring¦ or something.
I made a cruiser-AB Punisher for Recon 2/3 the other day, did over 2km/sec, got to the gate before anything spawned but managed to somehow get stuck in the gate because of the speed. Died, but at least it was interesting. 
tl;dr: Just do it.
