I think you can fin some lowsec stations with about 2 weeks wait. have long in the whole region. the best bet though is to get away from caldari space and the hubs......find a nice backwater khanid system or something.
You can also join a corp with a pos or use one of the alliances who offer slots for a fee. -----------------------

Look for a player run research facility either by contacting me through mail ingame or joining an alliance like New Eden Research (I think they still have openings)

I am not in Caldari space, and I tend to use labs in low sec. Most labs I use for copying average 1-2 days wait before copying begins. I use a shuttle, cov ops, or interceptor to ferry bpo's. They are near impossible to catch in low sec, most people don't even try. |

Save ofcourse the occational HIC (Heavy Interceptor), those things are a pain and almost certain death if you dont know how to trick them. Which I havn't perfected yet.

A) HIC = Heavy Interdictor B) HICs can't bubble in lowsec (only scripted point) C) If you're flying anything small and fast (i.e. cov ops, interceptor) and you get caught by a HIC in lowsec, you deserved to die (see B)
Just be careful of smartbombing BS camps which can insta pop a frig class ship.
