Problem: ECM Drones are too effective compared to other Drones in small scale PvP
Solution: Buff TP/RSD/TD/EN-Drones a bit so that a full fleight of them actually does something usefull for you. Then there will be choice.
Do not: Nerf ECM Drones with ccp-sladgehammer of nerfbat doom. Why? Because then everyone would have to use damage drones because all other dronetypes would be crap.

If you change ecm to be burst-mode, consider unnerfing dampeners. They are pretty weak now, but could be a great synergy for ecm.

Here is how I would propose to fix this:
Remove the chance based equation all together. Make it like every other form of ewar. It either jams or it doesn't. At the same time reduce the cycle time to 10 seconds. Add a stacking penatly to ECM modules of like type. Make it so you cannot effectively use more than 3 jammers on the same target. Make it so racial jammers cannot jam any ship that is not thier intended race. Then boost ECCM so that if a single ECM ship is jamming you it has no effect.
If jam strength exceds the ships sensor strength, ship is jammed. Period.
If jam strength does not exced sensor strength, ship will never be jammed.
So basically:
Frig without ECCM would take 2 multispecs or 1 racial jammer to be jammed.
Frig with one ECCM would take 1 racial jammer and 1 multispec or 3 multispecs to be jammed.
Frig with 2 ECCM would take 2 racial jammers to be jammed.
Cruiser without ECCM would take 1 racial and 1 multispec, or 3 multispecs to be jammed.
Crusier with ECCM would take 2 racials to be jammed.
Crusier with 2 ECCM would take 4 racials to be jammed.
BS without ECCM would take 2 racials to be jammed.
BS with ECCM would take 4 racials to be jammed.
BS with 2 ECCM would take 8 racials to be jammed.
I'm sure there can be more balancing done to this, but its a thought.
flashback to 2003... it worked exactly like that back in the good old days, and got changed because people used Scorps to cyclejam 4 BS perma. Was fun ^^
