This is something that has changed? It should be 8+ to the best of my knowledge, and has been for quite a while.

To use that service you join the guy's corp and acquire the +8 standings needed for getting jump clones, so the +8 mechanic still applies. You just don't have to expend any effort on your own part. Same goes for joining any alliance that has their own outpost, since you're +8 (+10 actually) to that alliance and thus can use the clone service.
It's really just a chore when you have to earn the standings with an NPC corp. I don't know how many level 4's I had to run with RSS before I could use them for JCs. Fortunately I had spare JCs already handy from time spent in nullsec outfits. It is nice to have NPC corp JC availability though since you can always access that service regardless of which corp or alliance you're in.

I've read this argument before and I still don't get it. Why would you need to "always" have access to jumpclone facilities? Jumpclones stay with you a forever, once you've created the jumpclones you're never gonna need the standings again.
It takes 3 days to train Infomorph Psychology to IV and 5 more days to get it to V. Once you've done that, all you need is access to jumpclone facilities for a few minutes, you don't need access forever. Why spend weeks grinding standings just to get access to facilities you'll only need for a short while?
