The most important thing is by far is the DPS you can apply. Tank is POINTLESS - Concord will neut, ECM, wedgie ... everything, once they get there, and smack you harder than a weenie tank can cope with.
Damage mods, web, paint, tracking, faction ammo, and get into optimal before hitting go.

It depends what you are ganking.
1. We always used fully insured torp ravens when ganking frieghters and fitted them for sheer blistering fast and high dmg output.
2. A few alts in passive targeting scanning ships on main/regular thorough fares to check cargo and make sure you have a good chance for a nice profit margin.
3. A alt in a fast ship on the gate that you are going to gank the frieghter at in a gang with your own frieghter (that should be aligned towards the gate at a safe spot).
4. Kill frieghter, fast alt burns to the wrek, friendly frieghter warps to the alt on top of the wreck, collect loot.
/profit.
This always worked in the past and made us billions so still should unless( things changed) although the system hopping ratting we needed to do to regain sec status was a bit boring.

Yeah, no tank required. You'll be melted in a few seconds when Concordoken occurs regardless of how much plate/extender/rep/whatever. Now - you need to ask a couple of questions about your intentions and circumstances:
1. What are you blowing up? (more importantly, how much sheild/armor/hull does it have and what resists to these?)
2. Where are you blowing it up? (what is the sec status of the system? The higher the sec, the less time you have)
3. Do you want to get the squishy goodness of pod also? (makes it harder, can take a little longer, may require smartbombs rather than turrets)
So, with that in mind, can probably tell that a cookie cutter response doesn't apply. But to give an example of something I've used to kill and pod quite a few macro ice miners using Macks/Hulks in a 0.7 system:
Smartbomb Geddon:
Hi: 8 large, named smartbombs (the 300dmg per hit type)
Mid: 1 or 2 Large cap battery (second firing might not occur without the extra cap)
Lo: Reactor control units, to fit all that ^
Insurance!

Heh, gotta be a joke because CONCORD does pathetic DPS. In fact the DPS put out by CONCORD ships is maybe on par with 4 high-sec station guns.
The real problem is the insta-pop "module" that CONCORD ships have.
Personally, these days depending on what you're trying to suicide gank I'd almost think that a stealth bomber would be the new "best" ship for it, at least against battleships, freighters, industrials (including orcas), and passive shield ships. A nemesis, for example, could pull off upwards of a 5147 alpha fairly easily and do 651 rDPS while it lasts.
A brutix would be looking at more like 1812 alpha and 777 rDPS, though the brutix would do superior eDPS against ships with a sig. radius under 400-a600'ish.

Any of the T1 blaster ships, ranging from Catalyst to the Brutix, all work well.
Get cheap named stuff (biggest guns, all sorts of tackle, damage mods and damage control I), a few rounds of faction antimatter and perhaps a few buddies.

The point of suicide ganking is to cause more damage to the target (monetarily) than you lose when concord pops you. Always suicide-gank in a t1 ship so you can platinum insure it...
Torp Raven, blasterokh, blasterthron...Ideally, you want target painters, web, etc so you can do max damage, but those are easiy the highest-alpha t1 ships out there....

but im assuming u get podded when ur going to suicide against the CONCORD right? and you lose all your implants? is that how it works? has anyone ever killed a CONCORD vessal? what do u get when u kill one? some nice loot?? hmm...
