disabling paste into local (ctrl V) would probably fix it as well and stop almost all other spam as well. Not something that is probably possible though

Even if it was it wont stop actual bots as they fake key presses.. (Id link to some automation software but I don't want to encourage this sort of thing. I know about it because we use some at work for cross application macros)

Or something directly against the 999k ISK Scammer (where its actually 999.999.999 isk or 100.000.001 isk) - maybe you could add in the brackets behind the amount something like
"more than 900M ISK" or "around 1000M ISK"
if the Amount is not even. I know its a little bit weird but it should help, that people see the scam.

idea maybe in doing this its could possible make macro users easier to spot?

I don't see any pressing need for allowing contracts links in the bio. 
Although that would probably just push the problem to some other linking method (webpages?).

We don't need nannies. If you can't be willing to double check price and product on a contract, that's your problem. We're talking about spam here, not scams.
Though to be honest, I didn't realize anyone even looked at local in Jita or any of the main hubs anymore.

Okay than a start would be for example:
Don't let trial accounts link contracts in lokal.
Think this is a major problem, that they can create new spam-characters, whenever they want.

How about making it such that posting a link to a contract in local is covered under the CSPA?
Make the pilot posting pay the average CSPA charge of all pilots in local (calculated once every 10-15 minutes or so).
Eventually people get sick of seeing spam in Jita, so they all start jacking the CSPA up really high.

Better or repeated ideas
Plan A:
Make trial accounts not able to speak in local. Problem solved. Now 90% of the spam is gone and the people who are so full of time to go and make alts for this only have to make 2 characters at most granted they haven't used one or both of the alt spots. Blocking non-trial accounts is fine by me as it means I can block block block and it will eventually end where as trial accounts are never ending.
Plan B:
Make trial accounts unable to link and/or create contracts. ____

Simply ban these accounts. Not the character. Because they paid for the account, they just lost real $.
Remove the straw account. (One account creates the contracts, a trial account spams it).
Remove the trial account ability to link to anything anywhere.
