Do the Jove, Gallente, Amarr, Caldari, and Minmatar each have a capital planet or system? If so, what are their names?

Amarr - Amarr in the Domain Region.
The Caldari capital was Caldari Prime in the Gallente home system, which was lost in the Gallente-Caldari war (and has since been retaken), but unfortunately I forget the system name (which is the same as the Gallente capital system).
The current Caldari home system is New Caldari in The Forge.
I'm not sure where the Minmatar or Jove capital systems are.

Caldari Prime is in Luminaire, which is in Essence.
Still no idea on Minmatar or Jove one.

The capitol (capital is an economic term) of Gallente, from which all the democratic ideals and rampant hedonism flows, cannot be found in a constellation, system, planet, or station.
It is intertwined and an integral part of each Gallentean's heart, so that wherever they obtain their pleasure they rekindle the essence of their genetic heritage.
Their ships, painstakingly modeled after external and disembodied human organs, herald the arrival of the Gallentean heart and the excess which brings it to true joy.

You're quite mistaken. Capital is the right word for the centre of government of a nation.
A capitol is a building where a legislature meets (most famous probably The Capitol where the US Congress meets).
