The graph I posted is about the simplest way to explain how this concept works. Every ship has a similar cap recharge curve, so the graph line represents the ship's recharge rate vs. cap stability. So you take the total DIScharge rate of whatever modules your ship has that are turned on, and you see where on the graph they fall. It they're above the maximum point on the line, then your ship is not cap stable. If your total discharge rate is on the line, then the point where it falls on the line is your cap stability rate.
Honestly, if you don't understand it, don't worry about it. You do need to be somewhat good with graphs and numbers and concepts to grasp portions of this game, but you don't need any of it to play the game. So, really, don't worry about it and just take it for granted. If you haven't downloaded a utility called EFT do so and it will help you a lot with fitting modules on your ships. It'll tell you if you're cap stable or not with the modules you're selected. The fitting screen isn't sophisticated enough (yet) to know which modules are on and which are off (like EFT can), so it just assumes all modules are running at the same time, which is unrealistic in most cases. Basically don't use the fitting screen to look at your cap stability.
In most circumstances your cap stability level doesn't really matter whether it's 35% or 99%, as other correctly wrote above. It does become a factor if you're running around your 35% level, and you get zapped with someone sucking your cap dry, because then you won't have much margin to warp out if necessary.
