Finding cloakers is easy. Have all your fleet in battleships and spread out throughout the system. Then generate an inverse tachyon beam to all ships. This will create an entire net throughout the system. The cloacker will pass through one of them eventually and the tachyon particles will be stuck to his/her ship and will be detectible. ___ It deosnt mttaer waht oredr the ltteers in a wrod are, olny taht the frist and lsat leettr be in the rghit pclae. Tihs is bcuseae the huamn mnid deos not raed ervey lteter by istlef. |

My Solution .....
1) Give a cloak 5000 cpu fitting requirement ....
2) Give a 100% cpu reduction to ships designed to cloak ....
3) Delay local ...

AFK cloaking as a weapon doesn't really seem balanced from a design perspective. It costs much less effort to do than it takes to defend against it, which is a problem.

Then sooner or later it uncloaks, warps to a ship of yours and blows it up, then goes back to hiding. Your only option is to modify your operations around that possibility, which takes a lot more effort than being AFK does.
That's where the imbalance comes in.

or have the often semi-afk guys in the station who would love an easy kill to sit in TS while you do what you're doing and in gang so they can react quickly.
You just want to have it easy and dock/cloak moment you see somebody appear in local. ----------------------

It's always a real pleasure to read about those brave AFK cloakers who uncloak go kill something and hide again without even being there.
I want to be that guy!

That could be a nice solution, if you have the luxury of semi-AFK combat pilots hanging around in that system and ready to respond; but even if you do, the cost of defending against it (having combat pilots ready whenever anyone wants to do anything, and suspending any operation that involves anything that will die before the combat pilots can respond) is still a lot more than the cost of doing it (parking a ship at a safe and going to work or whatever). I don't think that leads to interesting gameplay, but boring gameplay.
It's not interesting to be a combat pilot standing by tied to the game because someone cloaked might attack but probably won't. It's boring, and if it's boring then it's probably bad gameplay.
