I've noticed that while the in-game fitting tool suggests my active tank will last around ~3 minutes, I find in practice it's cap stable. I can run it from the start to finish of a mission without having to turn it off or manage cap.
Is this a bug? A known issue? Are implants not accounted for? Why is the fitting screen displaying cap info that is wrong?

It counts all online modules running permanently. Guns, Afterburner/MWD, etc. ______________________________________________ Haruhiist since December 2008

Yep, you can offline mods, like offline an armor rep, to see how it fairs without the rep going(remember to reonline).
Also, it seems to not figure in staggered durations, so if you stagger 2 high cap consuming mods so that they go in 2 smaller dips, as opposed to one large dip, slowly causing the cap to sink below stability and causing issues.

I take your point on staggering modules -but this still does not account for why the tank duration on the fitting screen does not match how long my tank actually lasts...?
The fitting says 3 minutes (with non-combat modules like tractor/salvager off-lined) -but if I run the actual tank it's cap stable at 40-50%.
I just ran World's Collide & never turned my tank off from beginning to end. Something seems a bit iffy.

Unless you are really really good you can't perma run you guns (impossible if not amarr). This means that you might just regain a little cap when you are reloading your guns etc. This might be why you can be cap stable...

Calculation includes all modules, like MWD/AB and tractors.
Also, you are unlikely to use all your guns constantly. You will be swapping targets alot and waiting for locks, even for a few seconds will reduce cap consumption.

Guns are not an issue -in this instance I'm referring to an active-tanked Raven.

Alrighty, problem solved. After further testing it appears I was indeed underestimating some of the 'worst case' & staggering effect of the modules.
So to be clear -the cap meter appears to be working as intended, just be careful how you interpret that info. Thanks for the guidance from above posters.
Case closed.
