Evel skill training time takes way too long to level them up there needs to be a way to lower them i even have almost all of my learning skills to level 4 and it still takes forever to train them there needs to be way to lower the training time

There is - along with learning and the individual attribute skills there are also implants that boost your attributes.

Take cybernetics to 1 and then buy a set of +3, problem nearly solved. And look at it this way. Rank 1 takes 5d (from level 4 to 5) with average skills.
Rank 2, 10d
Rank 3 15d
etc

Instant gratification types don't do well in EVE. I'd highly suggest learning the patience "skill".

Have you taken a look at the learning skills they lower training time by a lot if you take the time to train them all and if training time still isn't up to your standards then maybe eve is not for you oh yeah and maybe you should invest in a keyboard that has a period button because reading it like this as you can see is quite annoying
