It's most likely because they are orbiting at it at 0 distance. Happens with all structures now. Recall and re-send your drones. (You don't have to bring them all the way back to the ship) Repeat until they end up at a proper distance.

NPC stations have a "hit sphere" within them which is counted as the actual station itself by the game engine. This "hit sphere" gets revealed when you use heavy/cruise missiles on the station - you'll normally just see the missile apparently just pass inside the station model. Be looking at the station model at thr right angke though, and you'll see part of the explosion graphic.
The station has a secondary sphere around it, which for lack of a better term I call the "orbit sphere", which is where your drones will orbit.
The orbit sphere isn't rigidly defined, and it's entirely possible for your drones to be orbiting AND simply be out of range of the hit sphere. I have noticed that training Drone Sharpshooting helps with the issue, so does recalling/sending your drones out again. Sharpshooting increases drone optimal (non-sentry drones don't seem to have a falloff range), and sendjng your drones out again makes them take up a different position in the orbit sphere. When the two coincide the drones will attack - that is, until their orbiting causes them to go out of range again...
Have seen this happen with light and nediums; have NEVER heard of this happening with sentries, which IMHO is fairly definitive as a range issue.

I believe that in the last expansion they increased the size of some buildings which forces the drones to orbit too far out so they can't actually hit the building anymore. This happened with stargates for example (e.g. the stargate in Haunted Yard).
There are still a lot of buildings that regular drones can damage (e.g. Bunkers, Pleasure Hub) but for some you have to switch to sentries to beat the orbit/range problem.

Tell that to my corpmate. He set his drones to assist me last night and stopped paying attention. Instead of assisting me they went on to attack something COMPLETELY different and not even locked on to me yet.
Long story short He got scrambled by frigs and by the time we locked them it was too late and bye bye Domi. Was his fault though for watching tv and not the screen.

What I don't like is how they don't assist each other on structures when their current target blows up. They used to. Now they don't. Annoying.

it's a glitch. set them to attack. sometimes they will get in range, but not fire, just kinda hang around. at this point, recall them, then quickly set them to attack again. now they should be attacking the structure. this happens a lot in Damsel in Distress.
