I had an idea you might like to try. I have not tested this so please point out short-falls.
So, we're talking about 1 Vaga pilot here verses a group of you in system? If you are mining or performing some non-roaming task then just get one of you to sit in the following Domi setup.
1) Use Warrior II's (fastest and hit explosive damage)
2) Get other players to "assign" drones to you - should be able to control 25 light drones :)
3) The 3x Drone Link Aug's will give you massive range
4) The 2x Drone Nav's will make the drones go at ~9000 m/s
When the Vaga jumps in and sees a cloud of drones he cannot outrun within a ~125km radius he will soon give up and go elsewhere.
P.S If you cannot fit all this Tech II gear then the Tech I version should be cheap, easy to skill for and almost as effective.

You are indeed correct that the Vaga could warp or fly out of being killed. But this setup will stop a lot of solo, annoying pirates from ruining your mining camp.

With all the drone navs you got there you're better off using kinetic drones. Why shoot its second best resist?
You also need a MWD, or he will crawl out of point range even if completely dry. Apart from that it could work out.
Yeah good point on the damage. The idea of this setup is merely to sit stationary and let the drones chase the vaga off - not to actually catch and kill him. The nuets and plate-tank is in case he comes back in something bigger or tries it on in the vaga.
