with proper engineering skills you can build it like:
hi 8x125mm rail I ('scout', or compressed coil my fav)
med 1x ABII, or named 1x reserved (cap rech, or whatever you like or fits)
lo 1x SAR 2x nano
rigs: matter of taste (my way: speed and inertia)
with lo slots you can play whether to put MFS or nano, or even some resists. rail II's need more PG, and it is most probably impossible to fit 8 pcs of them, but it's up to your skills and your playing with the lo slots. my favourite is the nano fit (rigs also for that), as most missions you can simply pwn with this firepower, while speed makes it impossible for the NPCs to hit you. only mercenaries, caldari, and angels can hit you well with their missiles, but with a bit of practice you'll be able to pwn those missions without warping out (or being popped). SAR in the lo slot is just an emergency repairer, as most cases you simply won't need it. it's really a lot of fun to make lv2s with this setup, as you'll continously have to click (really wildly) target/orbit/shoot/etc... it kills lightning fast. i advice you to group the weapons in 2 groups, as the alfa of the 8 of them overkills most of the opponents. last word advice: never stop ABing!!! in heavier missions you can always deploy your drone to collect some of the aggro.

it can be effective, but it's hard to say you're surely going to pop anyone before he/they pop you.
something like:
hi:
4-6x light neutron blaster II 2 small diminishing nos, or a better kinda neut
med:
1x MWD 1x scrambler
lo:
1x dmg ctrl 1x mfs 1x nano
may work well against bigger kind of targets, that are unprepared for small ship attacking them. on the other hand a good ceptor pilot gets you out of this pretty well.
the problem that if you fit it with rails a ceptor can still get you, though if you're lucky, your alfa will make him go rethinking his life.
the problem with PVP fittings (when talking of t1 small ships: doubly so) that there is no "i won" fitting. ofcourse there are lame fittings that make kb's full of lols, but any of the given fittings has its countermeasure, while all of them has its advantage, so if played well, can be deadly, if the opponent plays his setup better, you pop. the good thing about the cat, that it's incredibly cheap.
