Now if I am not in a fleet with someone is there a way for me to discover a character's location? I only ask because my corp was in a war and everyone was going out podding each other but were so fast it seemed to find everyone (for both sides).
There must be a search for character than retrieve their whereabouts or something like that right? - if so, how do you do it & is there a way that I can evade my current location from being discovered by someone who may be hostile?

This is done through "Locater Agents" - a mission agent that will tell you where someone is for a small fee.
No, there's no way to avoid being located via this method. ----------------

Not really, no. Only thing you could do is keep moving - change systems, don't stay in the same place for too long. Or, stand your ground and fight.

If you're new and in a fleet - your best bet is to stay with your buddies. Simply go into the Fleet or Corporation Channels and ASK where they are, then join them and fight the bad guys.
Locator agents have a certain range. The higher level the agent, the greater the range. So - to use one - you have to establish a standing with his corporation sufficient for him to talk to you.
Also, I don't believe a locator agent can find someone who is not logged in. I'm a little vague on that since it's been a while since I used one but I seem to recall intentionally trying to find one of my own alts whom I knew to not be logged in - and getting a negative result. To get around that - put people you want to track (or avoid) on your buddies list - and then you will know when they are logged in.
The other thing is - even if they aren't actively trying to dodge you - they can just be moving about on their own so you may well have to go look for them.
Also Locator agents charge a fee but it isn't to bad.
In any case if your corporation is at war - you don't want to be wondering around by yourself. Stick with your buddies. The more experienced players in your corporation will have a better idea of how to locate the enemy and how to avoid them. Groups tend to have certain areas they operate out of - your senior people will have a better idea where those areas are.
If you do a show info on a corporation - it will tell you where their Head Quarters is, though this may not mean anything.
If you are at war with someone - there will be a flashing red - sign on their character line in local. Watch out for those and communicate with your friends about what you see.
All in all, the other members of your corporation are going to be a greater source of intelligence than locator agents. A locator agent only looks for one character at a time. If you are at war with a corporation with dozens if not hundreds or thousands of players finding them all through a locator agent isn't practical though finding key members of their corporation might be. The more senior members of your corporation are more likely to know who those guys are.
In short, if you are a new player you don't need to worry so much about some guy from the enemy searching you out as they may not even know who you are.
Just follow the lead of your senior corporation people, watch local for an enemy coming into your system and you'll do fine.

Also note that if you're a director of a corporation, the Member list (in the Corporation window) will list the current location of all your corp members. This updates constantly (I don't want to say "instantly" as it might be a minute or two behind, I'm not sure, but I've never noticed it be markedly inaccurate) and is great if you're trying to keep track of players in your own corp - either because you're trying to gather a fleet, or to check if that loose cannon is running missions in Motsu again after you told him to get his PvP ships over to your base of operations.
