This. It was the exact same thing when the Apocrypha major patch came. Makes perfect sense for CCP to deliver the patch in patches (har har har), less traffic/load and speed up the process when server goes up.
There's a couple of other benefits as well, but the point is? Get used to it, this is here to stay. And personally I think it's a good addition by CCP. The new patching process is great.

Hehe. That's an issue with CCP tho, not this system. It's like saying 4-4-2 doesn't work in football because team XYZ fails at it. Clearly seems to be working for ManUtd.

the servers are estimated to be up at 12:00 GMT/UTC
Ehm. They just havn't released the last patch yet, as mentioned a few times. Downloading the whole sha-bang might be a point if the last patch bugs out (won't self-update), bit too early to do that now tho.
Keyword is estimated.
