Several patches have installed DirectX & various other runtimes as part of patching. If you were installing and had something else running that kept a handle open to files used by those runtimes, Windows Installer may signal that it needs to reboot to complete the check & possible upgrade of files. ___ My views may not represent those of my corporation, which is why I never get invited to those diplomatic parties... well direct x i can understand. tho i would like a clear warning/option to make the choice myself.
for the rest eve is down while installing so only thing left is files of my OS and or other applications. i do not understand what eve is doing with files that are not eve related.
so i basicly wane know what changed ?

If eve was closed that would imply it is one of those other applications that was using the files being changed. The patcher only ever patches things inside the specified folder and directX (Boot.ini notwithstanding )
It could just be another program was using DirectX?
