First a possible bug on Cloaking mechanism & sleepers.
I've read about it all before and am experienced what can and will break cloaks in K-space and even w-space (like gasclouds and LCO's etc etc) however, last night i jumped into a site that was completely clear to keep cloak functioning (overview showed closest object (got a filter that has everything turned on for the overview) at over 40 km's) and was checking out the contents of a site called 'Isolated Core Deposit' which is a miners dream i explain further on in this post, and was guarded by 2 frigates and 1 cruiser (at about 80km away from me), so far no problems until about 3 minutes later i suddenly see my shielding go down while my cloaking was still active and .. stayed active, the ship itself never showed decloaking too even after being hit and i warped out and arrived cloaked on my savespot with 3/4th of my shields missing...
Soo, is this intended mechanism, or a plain bug on the cloaking part ??? We all know the sleepers are masters of the virtual reality, so maybe they have the technologie to bypass cloaking and still target & damage cloaked ships ?
Just to share some exploration stories for our fellow exploration people...
Last night i found you miners wet dream in a level 2 Wormhole called 'Isolated Core Deposit'.
When i turned on my rare ore filter to check out the number of roids present above Kernite, i had still over 70 roids in my overview where i could scroll about 4 pages (1400x900 view) to check them all out. As the site was lightly guarded and i wasa struck with above mentioned cloaking failure, i couldnt check out the total amount of ore's but it contained atleast a large number (10+) of:
Ochre Crokite Bistot Arkonor (less roids then the above ones)
The only thing i didnt see in the few minutes i was there was Mercoxit.
quick calculations would have been roughly 450m worth of Zydrine alone, i will check to see if its still there (will take my drake as its better shielded lols) and make a screenshot of it when still exists..
Too bad stipmining still takes about a week training otherwise i would have attempted to mine a good part of it myself, but im sure a mining fleet would be needed to clear it our before collapse...

Having trouble understanding what you're saying to be honest, however I've heard enough reports from people who have been instapopped by Sleepers whilst cloaked to know that they either see cloaked ships, or cloaks are just plain bugged in W-space.

Well to make it clear(er) :
Ship looked cloaked on screen (look-through glass like ship) Cloak device was active (pulsing green) No objects around my ship to de-activate cloak (within 2000 meters)
i then took damage from a sleeper without audio signal that i was targeted:
ship took the hit, shield gone down 50%
Ship still showed cloaked Cloaking device still active (no auto-decloaking after the hit) Still no collidable objects around me!
I ofcourse dont want to loose a my covops so i warped out after the first hit without hitting any other buttons... and behold i arrived at the safespot i made, still cloaked but with extensive shield damage...
Hope this makes it a bit clearer on the subject of cloaking.
Cloak never broke as it seems , still i took damage while being cloaked!

I've had the same problem, warped to a belt, cloak was active (and stayed active) but the sleepers targeted, locked and opened fire.
I think this has been mentioned somewhere else by several other players.

They assumed it was due to the deadspace signal, but the trick to avoid that had been done (warp-cancel trick) and indeed would be deactivating the cloak, it was only a few minutes later that i suddenly got targeted and shot at.
So i wonder if they have methods on detecting/target the cloaked ships, or its a plain bug where they ignore your cloak all together, as usualy rats in belts dont aggro on instant as well, and can take a minute orso before they decide your a threat and lock on to you.

Yep confirming this happened twice to me in an arazu.

Does anyone know if there has been a Bugreport filed on it, and if so, a statement from CCP if they look into it or if it works as designed?

We had the experience of this site.
The damage you took where 500 EM damage without resist not coming from the sleepers but from an "electric cloud". This damage will repeat around every 55 seconds and cover all the belt. This damage you can easy tank in hulk but is a pain for indus hauler and tech1 mining barge. btw I had the same thing as taking damage in my cloaked helios without decloaking. Hope it is clear

This is exactly what happened in the 'Isolated' me and corpie were in, cloaked in out covops. Check your logs. . . 8/ everyone |

My experience with the "cloaking but not cloaked bug" was that the "sleepers were 100%" able to target, warp scrammble and fire st you even when you "cloak was still active".

Saw this topic and the "Unusual Core Deposit" I located in a class 3 wormhole on sisi might be interestingly related. certainly not an understatement that any miner would backflip off thier chair after locating this...
I came back with a hulk and survey scanner... all of the common asteroids were 150K, bisot, ark ect were 80k in size and you could park a fleet of domis inside the large kernite asteroid

Yeah , i think the 'Core' gravity sites are equal to their combat counter parts, i must say that this site was hard to spot (all relevant skills minimum on 4, buzzard with 2 grav rigs, sisters launcher etc) but oh how i dreaded this high-sec Wormhole as my mining skills not yet allows me to use Mining barges, and my mates can not enter high-sec.. I almost pulled my hair out ;)
So fellow probers with access to a mining gang/fleet, rejoice when you find a core gravimetric site!
Edit: I posted a bugreport on the cloak issue, and hope we will have an answer soon if its indeed a bug or intended game mechanics (although if it was working as designed, the cloaking device would turn itself off i asume)

Lost my covops frig in a similar situation, sleeper sentry guns making quick work of me.
Training to a force recon as the frig is just too fragile.
Do everything you're supposed to, and still end up in a pod. Lots of fun....

Their is a bug with it, if you try to warp to a 100 km at a just scanned down sig id, it actually warps you to 0 km. You gotta bm it first and then warp to within 100 km of your bookmark, or eject from your ship and warp to it in a pod

maybe you've been hit by the sleepers,I personnally have been hit by some BS which instapoped my helios in a mag site even if I warped ther cloacked and arrived there cloaked. I had no time too notice if something decloacked me or if they shoot through the cloack. What I said about this electrical cloud at 500 EM damage is true too. We mined all the arkonor with hulks, and the hulks were obliged to haul the minerals 200Km from the belt up to the Iteron. Damage was too high for the indus. and of course the sleepers were dispatched long time ago. anyway very nice and profitable mining site

My Documents\EVE\logs\Gamelogs
I will get them from my machine tonight when I get a chance and copy here. Youre description matches ours exactly. I was busy saying 'oooh look at that lovely blue flash' when my corpmade said GTFO. I'm usually too comfy in my cloaky safe covops to ever look at the health of the ship. . . 8/ everyone |

It appears you're right, managed to salvage the logs (thanks to Rab See pointing out the location) and it mentions:
[ 2009.05.19 21:38:45 ] (combat) <color=0xffbb6600>Electric Cloud hits you, doing 500.0 damage.
But it appears this wont decloak you then....
