How could you NOT get perfect coverage? Sites was, as they still are, max 4AU from a celestial body. There is no way you cold not get perfect covererage if you really wanted to. Sure it would cost you in probes, but saying it was not possible is wrong.
Then there was the change that your probe might not pick up the signal. I kinda miss that aspect too, but it should not be random. Simply just not show sigs under a certain limit, like 2% or something.
Yeah, experience counted int he old system, and it certainly counts in the new system as well. I can tell much more form a scan result in wh space than I could when this got out. From a wide scan I can ususally tell quite a lot about the sigs I pick up long before I scan them down. Also how you move teh probes and all that stuff I hugely improved as you gain more experience.
I love the now system, its more more engageing and interesting than the old system, imho.

If you had to map out a wh system with the old system you would end up in a straight jacket giggling in a corner...
Seriously, there are som many little tricks a niceities you can add to you scanning process that means you can get the info you need and find what you are looking for much faster than just using the approach you described. You use the new system like it was the old system. You can do that, but its highly inefficient. Add some thought to the process and you will find that the new system is much more open for creativity and use of player skill/experence than the old one was.

Its OK.
See the reason it took you only 2 minutes longer was your players skill. Yay! Not some dumb luck, but the fact that you know the craft of scanning. Good for you!
Skills should only make a marginal difference, like in PvP.
