Could somebody please explain how you utilize a "Role Bonus" on a particular ship?
For instance, the Manticore offers several reductions under Role Bonus, but what does it take specifically to gain those reductions?

You just fly it....the bonus is built in.

Actually the proper way is to train all the needed prerequisite to fly the ship, fit the modules to which the bonus(es) apply board said ship and undock

Example:
Covert Ops Skill Bonus:
5% bonus to bomb kinetic damage per level
15% bonus to torpedo kinetic damage per level
For each level you train of the 'Covert Ops' skill bonus you train up, you get another 5% and 15% as described above. So to max this out, train the 'Covert Ops' skill to V.
for the role bosuns tho, yeah, its just there.

Then why am i not getting the CPU reduction for using a covert ops cloaker on the Manti...but AM getting it on the buzzard?

Have you actually tried fitting the Covert Ops cloak on the Manticore, or are you only mousing over the cloak while it is in your hanger: the CPU requirements will not be adjusted until you actually fit the cloak.
If that is not the problem, have you checked that the rest of your setup fits: maybe you are getting the CPU usage reduction, but it is not enough to online the cloak with everything else that you have fitted.

Well...Ive mounted the cloak on the Buzzard both in game and in EFT, and it's fine... shows only 100 cpu usage. However, (even with all other modules removed) attempting to mount it on the Manti, both in game and EFT, its still trying to use 10,000... which puts me just a little over the top 
Whats bugging me, is seeing others fitting it in KM's.. so what am I missing here?

The Manticore was just recently changed to allow the fitting of a Covert Ops cloak. As such, EFT probably isn't going to show the Manticore's new fitting bonus.
If you can't fit one in-game with no other modules fitted, then about all you can do is file a bug report.

Well thank you KI That's the most logical answer I've gotten besides my corp/alliance mates saying about the same thing... or.. I'm just being an idiot (which IS quite possible).. just wonder why its just me.. as I haven't heard anybody else complaining
