What ways are there to PvP in high-sec? Excluding wars, suicide ganking, can flipping / baiting, and mission loot stealing.

Excluding those things? There are none. That's why those things exist, so that you can PvP in high-sec. You've excluded everything, so there's nothing left
(Tho, I suppose you can fire at corp mates, but that's not really PvP)
(or, if you want to, market activity/mining etc can be considered PvP, but that's probably not what you're talking about)

if you travel to a busy astroid belt in any .5 system and just leave some wrecks about you will often have people come along who will be glad to tip your wrecks. I have picked up a scrap or two that way.

You could pvp with someone in your own corp... but like all of the good things in life its good to get some kind of consent before you do the deed.

Well, I seen a guy in a faction cruiser sitting at the gate beside a can named "got balls", not sure if he got any takers but I know he was there for a good while.
I started to take him up on it, but I figured he had an alt on the otherside of the gate.
