...someone that has negative standing and has a nice juicy bounty on him/her cannot be fired upon in hi-sec?
Obviously someone wants him dead, hence the bounty...and the negative standing says this person has been a bad boy/girl.
Now, I can understand it if someone places a bounty on someone with positive standing...they should not be targets in hi-sec, but someone with negative standing?
Why are they afforded Concord protection?

There should be a Vigilantism skill that would allows you to engage low standings targets freely without recourse.
Lvl 5 = -0.1 and lower Lvl 4 = -1.1 and lower Lvl 3 = -2.1 and lower Lvl 2 = -3.1 and lower Lvl 1 = -4.1 and lower
Once you get Vigilantism to 5, you can train Bounty Hunting, which allows you to engage positive standings targets that have bounties on them.
All charisma heavy of course, and in the Social category.

1. Bounty has nothing to do with kill rights. Just because someone wants you to kill them, doesn't mean you can.
2. Because it's highsec, and nobody is KOS in empire above -5. If you want to shoot stuff, go to lowsec or 0.0.

I think this move would keep more neg standing people in low sec. Forcing people to stay in low sec would actually help develop low-sec as they could not venture into hi-sec for resources.
If your lifestyle is neg standing and there is a price on your head, then stay where the criminals thrive....otherwise us law abiding citizens will kill you.

That's just BS. It needs to be re-done. So what if a player has -5.0 standing? If there is no bounty on them...it's not worth my time.
So anytime you see someone with a -0.01 standing, you can put a 5k bounty on them and kill them freely?

For 5K? No. there should be a minimum of 100million isk bounty (to prevent abuse...if you want someone dead, pay up), and the standing should be adjusted to -1.5
-5.0 just means you have been a major assh0le, and people have been putting up with it for too long.
-1.5 means your assholish ways are noted, and we are not going to put up with it anymore.

It doesn't work like that. Unless you managed to pod one, and even then you probably wouldn't be -1.5.
No, to drop that low, you have to intend to drop that low.

My point exactly. Why have a free ride to -5.0?
-1.5 obviously states that you are up to no good and dont deserve hi-sec protection.

9 out of 10 times, you are guaranteed an ass whooping if you go into low sec (if you are not a part of the low-sec world). That's cool. But the people that live in low-sec (negative standing people with bounties) have the luxury of going into hi-sec with no consequence. They just have to be careful not to be flashy red.
That sucks.

Yes there is. You are protected in high-sec; they are protected in highsec.

No. You are free to kill them; they are free to kill you. You are free to take precautions; they are free to take precautions.
The supposed imbalance you see is just an unwillingness on the part of one of the parties to play by the rules — whether they are to your advantage or disadvantage — in the various security environments. ——— “If you're not willing to fight for what you have in ≡v≡… you don't deserve it, and you will lose it.” — Karath Piki |

The "rules" are not set in stone. Hence all the "nerfed" elements of this game.
You choose your lifestyle...don't expect protection from the law just because you happen to be in a different place in EVE. I dont expect any protection in low-sec....so what's the difference?

This is already the case: when in low-sec, you don't expect any protection, and neither do they; when in high-sec, you expect protection, and so do they.

Again I repeat..BALANCE.
The way it is set now makes the whole bounty system even more worthless than what it is. That being the case, then the skull icon indicating bounty on the pilot should just be removed as soon as they fly into hi-sec. There is nothing you can do to them.

Yes there is: you can blow them up. You just don't want to. In fact, your actual complaint is that people don't post high enough bounties to be worth collecting. The "guaranteed an ass whooping" isn't a consequence of game mechanics though, it's because the "ass whoopers" are organised, fitted for purpose, and ready to fight.

I never said it was a problem. But the same level of organization is not available in hi-sec without the logistics of wardecs. There is nothing to support the solo vigilante without consequence from concord. So they remain protected on both ends of the scale...low-sec and hi.

…which is why they can't use it in highsec either; which is why you shouldn't either. If you want to be coordinated in the same way, go to where you can be: lowsec.
Quote: There is nothing to support the solo vigilante without consequence from concord.
That has nothing to do with the sec level — it has to do with the fact that you're using the wrong tactic: you're going solo.
Quote: So they remain protected on both ends of the scale...low-sec and hi.
Again: low-sec offers no protection. They take advantage of that fact, and so can you. You preceived imbalance nothing other than you not considering all of your options. ——— “If you're not willing to fight for what you have in ≡v≡… you don't deserve it, and you will lose it.” — Karath Piki |
