6 cm launcher (whatever you want) << here can go 2 miner 2 if you like which will suit your purpose quite well
cap rechargers (best you can get)
2 hardners,2 large reps,BCU
even using normal off the shelf moduals this can be an effective npc setup and can tank a lot of dmg. enough to solo dual 1 mil bountys only problem with larger bountys is they kill too many cm's and you'll not hit them enough. BUT it will cost around 400-800 cruise missiles an hour

And yet another NPC setup (with Siege)
High: 2 Arbalest Siege 3 nw-4100 (?) launchers 1 Assault launcher (Defenders) 2 Medium Nosferatus
Mid: 1 Sensor Booster Rest Cap Recharger II's
Low: 2 Large named Armor rep 2 Hardners 1 Power Diagnostic II
The high rate of fire from the named launchers removes the need for Ballistic Controls (Think I have my launchers at 13 second) and the 2 Large Rep makes it a really good tank against triple BS spawns)
This setup takes a lot of skills to be able to fit and work and if you lack powergrid you can always put in a Medium Tech II Armor rep.

here is my npc set up works really nice
high: 3x siege 3x cruise
mid: 1x mwd 5x named and tech 2 cap rehcargers
low: 1x named large repair 3x hardeners 1x ballistic controll
(ya i know the cruises have crap rof, but thast the best i could come up with and still have an armour tank)
this set up works great npc hunting in 0.0 have not even come close do dieing, so i am assuming it will work well for gaurd duty in mining ops.

Hi Slots = 6x Siege Missile Launcher 2x Medium Pulse Lasers (Small Lasers) (I use lasers on rare occasions but they can be usefull)
Medium Slots = 1 T2 Large Shield Booster / 2 Deflection Amplifiers (depending on rats) / 1 Shield Boost Amplifier / 2 Capacitor Rechargers (higher the better)
Low Slots = 5x Power Diagnostic Systems
This is for NPC hunting gives good recharge and lsatability if you know who to hit first hehe.

The reason for the cap relay is that if you put a diag there you are about 8 cpu short  gonna upgrade to some named stuff whan I can afford it though, then you can put a ballistic mod or another diag or whatever.
And to the flux coil guy, why not a cap relay?
Edit: I am aware of the boost penalty, but I'd rather have that then the cap penalty
