Take a Griffin, and an Incursus. Set the Griffin with caldari jammers, incursus with web and scramble and some blasters. And pray for a noob lone Scorp pilot set for cycle jamming and no FOF's. If you have huge luck, you can take him down.
But since that is going to be a long kill, if you want to depend less on luck and more on firepower - add one or two more shooter frigates. The more, the merrier :)
Same goes for other races - fit the Griffin accordingly and hope that the victim forgot to take drones. If it's 0.0 you will need to be very lucky and the more shooters you have, the faster the BS will go down - the less chance someone may arrive in time to help him.

Its still a miracle to me why there are a lot of people around who NOT carry some FOF missiles with them, especially when they are alone...

You would be suprised to see how many people fly through 0.0 without Drones then.

Only if the BS pilot is a certified retard, 2-3 normal frigs dont have the firepower to kill a properly equiped BS, btw dont smack me for saying this i kill in frigs everyday, 1 frig will kill an untaked bs, as soon as that bs has a sheild/armour tank on then haha 3 frigs will never do it, if its untaked then the bs pilot is a certified retard (if taking ship thro unsafe space unmodded or without some form of escort).
4-5 frigs properly equipt will take down a bs (yes those extra 2 frigs make a differnce!!!)

Yesterday while in my armegeddon I had a corp mate in a interceptor do some testing. And he was able to take my shields down and get into armor within a minute of fighting even with my shield booster going. When he got down into my armor i used a large armor reparer and he coudln't get any further.
I was not able to hit him with any of my weapons though I lmited my firing because i didn't want a singel burst to take him out.
I could easly see two frigates/intercetpors take out a b.s. pilot that didn't stay on top of things. Biggest threat to frigates/intercetpors is drones. So if you don't have any drones on your b.s. your going to die against a well organized team.
Three frigate/interceptors should have no problems taking out any b.s. Espucaly if your warp/scrabled/sensor dampend or tracking damped
