What if I have certain grudge towards certain alliance and I decide to attack their newbs outside of their alliance space? Does that make me a pirate? They will certainly call me that and it would stick.

what am i then?
i have a -9.4 sec rating and i USED to be a pirate. but after Fallshrimjagers Stabbing me in the back i became anti pirate wich made me only attack pirates and hunt them now. working on my sec rating aswell now. and joinned a corp that has a good reputation and helped me allot.
what am i then? :F

i have a -9.4 sec rating and i USED to be a pirate. but after Fallshrimjagers Stabbing me in the back i became anti pirate wich made me only attack pirates and hunt them now. working on my sec rating aswell now. and joinned a corp that has a good reputation and helped me allot.

For me a rat is a non aligned corp or character (unless part of something like the Pirate Syndicate) that holds up, shoots and extorts from anyone that comes across them.
Alliance and corp warfare is something completely different as the targets "should" be selective on who you are at war with. I slightly disagree with Vice in that I don't believe you have to be a -5 to be a rat as if the character in question has always pirated in 0.0 sec hits don't count.
This leaves room for rat hunters, If you attack those that under my definition are rats then you can't be accused of piracy as you are being selective in your targets and not just randomly shooting. You are also helping those in the area you are hunting in by taking on those that they may not be able to.
As has been said here we want pirates in EVE they add colour if not we are playing a space going version of Planetside.

When i first started playing eve, i was very very carefull of 0.4 and under systems, there WERE pirates lurking around, but this was back when you gained some small sec rating back per day, also most of those pirates were not old players, they were new/newish players seeking some thrills, at the time i didnt like it, however when i could fight back, i saw it as ok, i knew what to look out for and where.
So whats different now? No sec gains, basically being a pirate for a new player is impossible, he can do it for a fair few ship kills and about 3 podkills if hes lucky, how does he get his sec back? basically he cant, its a ruined character doomed to wander low sec systems along with advanced/longer playing characters, hes basically knackered.
Being a pirate for an older player is no big deal, take some sec penalties/and finish the day or weekend hunting a load of battleships and bang your sorted, joe average new player cannot do that and it ruins his game and his character, I miss the band of small corps/pirate players lurking around .4 - .1, 1.0 down to 0.1 is basically a comical joke, a downward spiral for pirates/combat oriented ppl that many cannot recover from.
As for the differences between pirates/mercs etc, i see very little difference, its the same end result, but different flags/corp spiel, they all kill, doesnt matter what the reason tbh, they all just kill other players and enjoy doing so.
Being in a small corp, i naturally dislike massive blob wars, esp vs massive and obviously stupid odds, definatly not worth it, of course ill sit in some station and read a good book while in there, i have however enjoyed clashing with corps/alliances/bands of people of a similar size and capability, i have massivly enjoyed the clashes we and our ascociates have had with Dirty Deeds and Deadly Viper Assassination Squad, tbh those clashes even with the odd rare insult they have been good fights, doesnt matter if its so called pirate vs pirate, pirate vs anti-pirate, anti-pirate vs alliance, mercenary vs anti-pirate, its all just combat, and so long as its enjoyable it doesnt matter what flags we fly.
Now ill continue hiding from a large corp1 camp because they like blowing up people they have nap's with, then trying to finish them off and complaining when we have a go back at em (time for that book i think) __________________________________________

Killing people in 0.0 should give aggressors a sec. hit. This will help all players to find their role. How can it be that Concord ignores what i do in 0.0??? They might not be able to kill me there, but they should keep in mind - this guy is a murderer.
Concord should pay Bountys on players - calculated by shipkills they do. Base is the insurance payout of the destroyed ship minus the insurance cost. Example: Kill Thorax ---> 1 mil ISK bounty on aggressors head. Why? To avoid exploiting these Concord bountys. This would make the job of pirate hunters interesting and bring much fun to all involved players.
