Forgetting prereqs for other things. Imagine you could train all skills with no prereqs. What skill would you want? For PVP For PVE(dur) for trade/whatever you do?
I'd say carrier is the best skill as carriers are so useful in every way...and no other skill is so irreplacable. There are 2 cap skills, many damage boosting and tank boosting skills...2 fitting skills... (albeit for different types of fitting but its hard to argue one is more useful than the other on all ships)
Maybe drones V would also be a good pick

Drone interfacing is pretty good skill. From 0-5 it probably has the biggest impact on what it effects than any other skill.

It's got to be Drones V , it unlocks so meny other skills for drones and all of EvE should know that Drones are usfull for all proffesions .
Cant get better than a nice full drone bay !

Definatly not carrier as it requires so many other skills to be efficient and even then it's utility is very limited.
Propulsion jamming is a good suggestion.
I'd say Analytical mind as intelligence is the thing that's lacking the most with many players :)

If you can't put damage on the target, nothing else matters. No reason to undock to point, jam, or neut a target you can't kill. If ships don't die, then traders won't have anything to trade, industrialists won't have a reason to build, miners won't have a reason to mine.

As an avid frigate user and lover of all things fast, drone skills mean nothing to me as my ships have no drone bays and carriers are big and slow. The idea of useful skills should be all encompassing. Acceleration Control is hugely important to me, but not exactly significant to a dreadnought. Basic important skills for all of us are just that, the basics. Electronics, engineering, mechanics, spaceship command, gunnery, science, and navigation are all useful to everybody regardless of the ship they fly. I was going to leave out learning as an unspoken d'uh, but then I remembered that some almost completely ignore it. All the learning skills are very important. Just my two cents.
Almost forgot Cybernetics. Implants can be the deciding factor in a close fight.

lol, you wrote all of this, when it's obviously spaceship command, like some of the above posters have already mentioned. It's easily the most useful skill, Eve dosn't work if poeple can't fly ships.

Well if it's obviously spaceship command, because people would need to fly ships, then it's obviously industry because people need to make ships and mods.

that's the basic pre-req of all pre-reqs. The op stated beyond the pre-reqs and thus spaceship command only need be mentioned when talking of the agility bonus provided from it. All the ones I listed can be pre-reqs, and indeed are in most ships, but not all together. I listed them because, whether it's a pre-req for your ship or not, you will greatly benefit from having them trained to levels 4 or 5. This only applies to pvp and pve. As for industry,diplomacy,trade, and the like the skill needs are greatly different. Even to the point of making spaceship command unnecessary.

Eh, I'd call it Spaceship Command, then Propulsion Jamming and Afterburner for PvP or Repair Systems and Shield Operation for PvE. Yes, both, regardless of race. What happens when you get nicked in the armor? Pay the repairshop?

Regarding the drone skills, EVer flowen the Ishkur? ne of my favorite ships and one of the Best Frigates, if not the best, in my opinion.
Regarding skill training, I ghost trained Spaceship command right after my trial ran out. It is the most important skill IMO
