If you want a nice all-round interceptor thats CHEAP, go for a malediction. It looks hot, does ok damage (well at least better than a stiletto...) and its versatile slotwise.
I wouldnt bother getting any Caldari or Gallente inty's because they're just too expensive. The Crow really sucks to be honest. I'd say its worth about as much as the others in actual utility, no way is it 20m (check Genesis region, FFS!)

Some corporation sell the crow around 10m. if you see crows at 20m, it's because lot of ppl are buying it, and selling it a bit more (too) expensive...
And the best ceptor it perhaps the crusader, coz of its impressive cap for a ceptor. You can use 20km scramble + beam without real problem :) The malediction have to come too close, and can be pwned by a crow easily (except if the malediction pilot goes at 4km/s and the crow pilot only has 75% web, so he will be pwned so easily  )
