Its under Eve Support here on the website. Make sure you use Rules and Policies.
Only send ISK to the character being sold.

He does say that the isk wasn't received. Did you spell the right name when you transferred? As you may have made somebody's day with a random transfer.

Check your Wallet - Journal tab...
Look at the isk transfer and see who you sent it too.
That will tell you if you sent it to the correct person or not.

Right but your not allowed to say another char will get the isk now it has to go to the character that is being sold.

seems to me you sent the isk to the wrong char so it partly your fault. if he asked you to send the isk to another char this isnt aloud you should have read the rules again your fault. but he does sound likea scammer his fault.
