It seems the once eradicated cap bug has respawned itself once again.....any news on this please?

There was a weird occurance of the cap bug on my Kestrel yesterday but it only happened whenever I was in Jita.

yup, its back.
I almost lost my apoc to just 1 npc BS when this cap bug accured.
Another m8 of CLS did lose hes battleship to some npcs because of the cap bug, he petitioned byt CCP told him there was no way to prove that bug, so he never recieved a new ship or items for that matter.
imho, if anyone here loses a ship to this capbug, keep on petitioning untill you get your assets back.
Losing a BS can be real though for some people, especially when its due to a bug CCP know of and never recieve a penny back from the loss.
so be carefull, at anytime, anyplace, u can lose your stuff and never get it back (dang I love CCP's playersupport!)

Its a client side graphics bug as far as I can remember, so they can't tell if your telling the truth. If they gave your friends ship back then every moron who loses a ship would say he/she had the cap bug and they'd have to give all the lost ships back.
In any case, I also had this bug yesterday. Jumped to a different system and it went away.
