The only battleship I have ever lost in PvE was a Tempest, no matter how I fit it, it just sucked.
I eventually gave up on it and never turned back. |

4x torp launchers and three or four ballistic control units = a better ratting Tempest than an artillery fit. Trust me I know I used to rat with one in Querious.  |

let me wade through the haters here...
tempest is definitely nice for belt work depending on how you like to rat.
if your chaining spawns, the tempest isn't for you. get in close in a better ship, get some loot too
i've made good money w/ pest. warp in at 100km, wipe out e-v-e-r-y-t-h-i-n-g. drones/heavy launchers for friggies that come in close. wipe out every belt and keep em clean. rinse and repeat until officer/faction spawn arrives. never bothered with loot, let one of your newer corp/alliance buddies clean up behind you |

DPS/Effective DPS is the king for ratting.
Agility and speed help some too.
DPS wise, arties are very weak. Also their tracking sucks big, so despite their good optimal range, ratting with arties is not that efficient unless rats spawn really far off your warpin position (or u warp at -say- 50km off).
Speed wise, minmatar BSs are the fastests around so fitting them with close range (ACs) turrets is not too much of a bad idea, while changing belts in one of them is not that worse compared to other races' BCs.
I would suggest fitting the tempest as you would fit a Vargur for ratting, aka 800mm ACs and as much ambit rigs as you can. Also choose your ammo carefully, and MWD approach your targets sending them to hell...that way you can fit a small tractor beam and loot at the same time, for increased profits. Salvaging is also an option, tho a bit slow with just one salvager slot. Surely you will need more than 3x salvos to take down BSs, and by no way are ACs as Ammo efficient as Arties, but if ammo efficiency is your primary goal, you shouldn't be ratting in a non Lasor/Drone ship anyways!
A Typhoon could also be used for ratting without a problem.
For Artie PvE fits, I think the Maelstrom also outperforms the Tempest, yet you lose some utility highs for this.

T2 sentery domi or ishtar is probally the best and fastest wat to rat, with a couple of omni directional links and sentry damage rigs, everything dies toooo fast, makes ratting even more mindless.

just making a random stupid fit you can crank out 1150 dps from the pest w/ autos and faction ammo and torps. and you can break 1k w/ cruises just a thought fit is nasty |

You did know that you can do slightly more DPS in a typhoon, with only half the number of damage mods?
This means that you would get 3 extra slots for tank/extra gank/whatever, along with extra speed.
You can even do a similar amount of DPS in a maelstrom, and you get a far better tank.
It just shows how bad the tempest is in comparison to the other Minmatar battleships.  |

tempest isnt bad its just more of an alpha bs w/ artys and is good in some peoples perspective while its bad in others. That being said you just gotta fit the ship differently i had like a 600 dps active tank w/ that 1150 dps

Sure, but you'll never get even close to that when you move your fit from EFT to a belt. Autos have terrible range for PvE unless you're in a fast ship, which the Tempest ain't. You would probably be able to clear belts faster in an auto fit Hurricane than an auto Tempest.

The tempest isn't a bad ship, its just that the ships it competes against are better. The problem is that the Maelstrom has a higher alpha strike, with a better shield tank, where as the Typhoon has a higher DPS, and can actually fit an armour tank along with 1200+ dps. The tempest is just a bit out of sync with the world, as it doesn't offer any major advantages over the other Minmatar battleships, let alone the other races.
after the whole Clear Skies movie of epicness, you would think that the tempest is an awesome ship, but it always has a ship that can fulfill all its roles better.

The Pest isn't a horrible ship but for PvE you can do so much better. If you're sticking with Matari ships you should look at going with a Typhoon, Maelstrom or a Sleipnir. Oddly enough the tier one battleship will probably take the most time to train properly since the Typhoon will require you do be well versed in projectiles, missiles and drones along with the standard core and armor skills.

Hurricane does ratting better for me, it kills the rats quick 'enough' and aligns plus warps a lot faster then the tempest. I chain the rats so all I do is warp to belt, mwd into AC range, kill BS then warp next belt, takes about 30 seconds a belt max, you spend far more time aligning and warping then you do killing the BS's. AC tempest is slower then the hurricane at closing into range (I use fusion ammo to hit angels which means 25 kmish range). Artillery is fine for 1 or 2 bs spawns but if you get a 3 bs spawn by the time your shooting the third bs it's closed in close range and you can't track it at least for Angels, some other rats don't like coming in close up I think a artillery fit may be viable then...
Hell I ratted in a pvp fit vagabond in curse, made a **** load of isk, was almost as fast as the hurricane and had the bonus I could shred anyone who tried to jump me in the belt.

Before changes to npc Hit points and they reduced bounties you could fight a mission spawn on a  gate and destroy an extinguisher with alpha in under 4 Shots, cruisers in one.
It was a great ratter and always will be. |
