I'm wondering if fitting a cloaking device on a ship has any negative effects, aside from the slot it takes up. The reason I'm asking is I think it could be useful for solo pirating with my Arbitrator. Improved or Prototype, not sure which.
Please tell me if I'm stupid, crazy, or inventive

Mainly the targeting delay after decloaking and the scan resolution penalty means even a structure tanked orca will align and warp before you lock them up. However its not bad to use to sit at a safespot and warp to the tackler as the delay will be over by the time you get to the target and since you won't need full tackle you can fit a sensor booster with res script to mostly negate the penalty. Works great on certain battleships too.  |

This means you can't "sneak" up to anyone with a Prototype. They'd see you warp into the area, and even if they didn't and you happened to get onto the grid and cloak, it'd take you years to slowboat into range at 10% of your max speed. Then when you decloaked, it'd take 30 seconds before you could even attempt to target. When you could target, it'd take twice as long to lock onto them.
Improved - 75% speed reduction - 40% scan resolution reduction - 20 second sensor recalibration delay (10 seconds with Cloak V)
As noted for the Prototype, the Improved has several disadvantages. You can't warp cloaked, so they'd see you coming. If they didn't, you'd slowboat at 25% speed into range. Then you'd have to wait 10-14 seconds to begin targeting, and that lock would resolve a wee bit faster than with the Prototype.
Covert Ops - Only usable on Covert craft (such as the Pilgrim) - CAN warp cloaked - 0% speed reduction while cloaked - 0% scan resolution reduction - 10 second sensor recalibration delay (5 seconds with Cloak V)
Using the Arbi hull, the Pilgrim can fit a CovOps Cloak. With that, you CAN warp onto the grid unseen. You can motor at full speed (without AB/MWD of course) into range. Then you'd only have a 5-6 second delay before targeting. And your lock time wouldn't be penalized at all.

Cloaks on ships without bonuses for them tend to have to many disadvantages for any use besides running through a gatecamp. ------------------------ Low-sec is like sailing along the coast of Somalia...

non covert cloaks are good for: 1) hiding non combat ships 2) macro ratters 3)hiding pvp noobs so they dont get ganked in a SS while you hunt targets.
At one time they were good on bombers too. but bombers use covert now.

Minor correction but largely accurate. Cloaks work just fine on any sort of non-combat ship that you may want to hide. They even work even on certain combat ships, cloaking 'Dictors/HICs (who don't care much about lock time and just need to decloak and drop a bubble), cloaking 'ratters (again, not too concerned with lock time penalties), etc. For the most part though they're like Warp Core Stabs; their penalties are too harsh for the limited benefit they grant to justify fitting on an unbonused PvP combat ship.

Cloaks work well on 0.0 ninja ratters to hide when somone pops in looking for you.
