So I've searched the forums, read the guides, talked to folks in the EVE Help channel, and I've found THREE possible explanations for what occurs with the Mining Director skill.
The skill reads as follows:
"Advanced proficiency at group mining. 100% bonus to effectiveness of Mining Foreman link modules per level after level 2 is trained."
EXPLANATION THE FIRST:
Reading that literally, you get a 100% bonus PER LEVEL OF THE SKILL, but ONLY AFTER you train to level 2. This would mean...
1: No bonus
2: 200%
3: 300%
4: 400%
5: 500%
This is because once level 2 is trained, you get a bonus PER LEVEL, and if the skill is level 5, you should receive a 500% bonus.
EXPLANATION THE SECOND:
It could also be taken as levels 1 and 2 don't count towards the "per level" as described in the skill... Which would mean
1: No bonus
2: No bonus
3: 100%
4: 200%
5: 300%
EXPLANATION THE THIRD
Similar to the second explanation, this hinges on the fact that once level 2 is trained, it counts for a bonus because, well, it's only trained AFTER it's trained. Which means...
1: No Bonus
2: 100%
3: 200%
4: 300%
5: 400%
So which is it? Tell me Halada is correct, because I get a bajillion different answers (okay, I guess I just get 3 different answers, lol) from everyone I ask.

You get 100% bonus per level, not to the total amount you mine but to the bonus from the warfare link.
The link gives a base bonus of +3%, rising to +6%, +9%... +15% @ skill level 5.

This is probably the closest match of your choices.
Another way to look at it is that the gang module works like a ship's bonus. A Mining Foreman Link - Laser Optimization decrease your gang's mining lasers/ gas harvester and ice harvester duration by 2% per level of Mining Director.
0: No Effect - Cannot Fit
1: 2% - Base Effect
2: 4% - 100% Increase to Base Effect
3: 6% - 200% Increase to Base Effect
4: 8% - 300% Increase to Base Effect
5: 10% - 400% Increase to Base Effect |

Ki is correct.
When you have mining director 5 or any of the other gang adv skills to 5 you receive a bonus equal to the base module percentage times 5.
Link warfare spec also adds to the effectiveness of all the modules as well.
