You can use any race to PVP in you just have to decide what kind of ship you wish to fly, get a tech 2 fit for it and train the skills. I would recommend that you pick a cruiser (doesn't reall matter which one) blackbird, maller, caracal, rupture...

You may want to look at flying frigs and cruisers into PVP initially. You will loose a lot of ships, they are easy to replace and move around. Try the punisher as it is one of the best frigs to fly (along with the rifter) and they can be replaced...

There are also the squire implants for slot 6 & 8 that decrease cap recharge and increase cap. I also use the slot 7 tracking implant, but I forget the name. Definately use the damage implants for slot 9 and 10 though they are great.

Ki is correct. When you have mining director 5 or any of the other gang adv skills to 5 you receive a bonus equal to the base module percentage times 5. Link warfare spec also adds to the effectiveness of all the modules as well.
