Can the Manticore move while cloaked ?
I need a ship that can move while cloaked and then shoot torpedoes or bombs

Manticore can not move while cloaked and does not posses bombs. For movement while cloaked get a Golem and fitt it with bomb launchers. :)

All ships can move while cloaked. Ships with a covert ops cloak fitted can warp while cloaked and don't have a speed penalty while moving cloaked.

Every ship can move while cloaked.
I think you meant to ask "can it warp cloaked?", which it can also do.

my ship moves at 10 m\s. i want it to move full speed while cloaked

All covops ships move full speed cloaked. |

To the OP, a Covert ops cloak fitted on a Nemesis is what i use. Normal speed is about 314 m/s while cloaked, yes you can warp while cloaked and you can even cloak mid warp. The nemesis gives bonuses to thermal torps and thermal bombs per lvl. Hope this helps. |

Since everyone else wants to be indirect rather than explaining themselves fully...
Prior to the most recent patch, the Stealth Bombers could only use the typical Cloaks. Usually that was the Improved, since it offers slightly less restrictions.
Now they can use the Covert Ops Cloak, which doesn't have any of the speed penalties.
So... if you train up to Cloak IV, and buy a Covert Ops Cloak, you will be able to move full speed and warp your Manticore while hidden. |

With Covert Ops V, Cloaks shouldn't use up any resources really.
However, keep in mind that you can't run the MWD while you're cloaked. The only things that will make you faster while cloaked are passive items like Nanos, OD, and rigs. |
