To the OP, a Covert ops cloak fitted on a Nemesis is what i use. Normal speed is about 314 m/s while cloaked, yes you can warp while cloaked and you can even cloak mid warp. The nemesis gives bonuses to thermal torps and thermal bombs per lvl. Hop...
