I was thinking about how to fastest churn caldari level 3's for standings -- what ship/fittings would do that (isk not being a major concern except insofar as expensive fittings attract suicide gankers, which is bad)?
Would running a drake be best? An oversized ship (say, nightmare or the like)? Really don't know what to do here.

Cerberus or Nighthawk. Tengu would also be rather uber if you can afford one.
Edit: I myself have used Cerberus for that in the past. CN heavy launchers, few large extenders few hardeners, afterburner, 4x CN BCU. It was certainly better than Drake for that. Nighthawk is either as fast or faster in majority of missions in my opinion but I have not used that one. Tengu should be faster than either of them, as it's basically a more agile nighthawk. If you can afford one that is - if not then speed difference with Nighthawk should be relatively low.

LvL 3 missions are mostly frigs and cruisers with one or two Battleships so BC or smaller.
I have used my nighthawk for speed running to grind up standings for alts and it works good; T2 heavy missiles, omni tank, afterburner, and 4 CN BCU |

if you have good skills a bs can fly through lv3 missions like an acetylene torch through aluminum foil, i busted out lai dai standings to use 5 r/d agents in a day with my rokh. I ran 2x target painters and a tracking enhancer instead of 4th mag stab, i dont think i had to hit my tank even once, but left the cap booster and xl booster just in case. i suspect a nightmare would make my times look silly with its overwhelming damage and tracking bonus. btw 2 min missions is kinda funny to do, a real ego boost :P |

I blitzed L3s in a drake in under 5 minutes a mission easy.
Here was my set up:
Lows:
3 BCS IIs,
1 Shield Power Relay II
Mids:
1 pwnage
2 shield hardeners, 1 for each mission damage type (but inv would probably be fine)
2 Large Shield Extender Iis
1 Shield Recharger II
Highs:
7 Arbalest heavies
rigs: 3 Core Defence Field Purger Is.
