These changes should hold most of you unstill Shiva when the client side fixes (that people talk about) for FPS should get in game.
Okay here we go Tips for good FPS in Eve:
To tjeck at what FPS your Eve is running press "CTRL-ALT-SHIFT-M" - This will pop up a small windows showing FPS, it can also show other usefull stuff.
Turn of "Sun is occluded by ships" in the ESC menu under generic - This should boost your FPS a little while in-space[Newly added since i forgot to add this the first time]
Turn off sound card or just do a CTRL-ALT-SHIFT-F12 in-game (EVERYTIME you start Eve!) - Eve seems to have problems with most sound cards so changing this should free some resources. Remember to tjeck the FPS counter with this option though, you might just be one of the lucky with a sound card that Eve works with.
Put in advancedDevice=1 (notice the lowercase a and upper case D) in your prefs.ini now some new settings have appeared in the graphics options in the ESC menu, change the "present interval" to intervel immediate - This one boosted my FPS alot! "Interval immediate" means "no vsync". "Interval one" means wait for vsync. "Interval default" is probably vsync on, depending on your display setup. For the full explanation see D3DPRESENT_PARAMETERS in the DXSDK. <-- Thank you to Mark A for the info about what it does.
Change desktopHeight and desktopWidth to match thoes of your desktop in the prefs.ini - If your running your windows in 1600 x 1200 then change the settings to match those.
Change buffersize to half of what RAM you may have in the prefs.ini - So if you have 512MB RAM then you change it to 256MB
Disable any secondary display - This will give your GFX card less work to do but unless CPU is not your bottleneck this should not help much.
If posible upgrade your machine to 1024MB RAM or more - Eve uses alot of memory so upgrading to 1024MB or more should help quite a bit.
If sound card enabled try and turn off any hardware acc on it in "dxdiag" - Look at the other bit where i explained sound cards.
When in-game press CTRL-Tab to get rid of the UI (only if you can live without the scanner) - Eve seems to have some issues with the transparentcy in the UI, using this removes most of the UI and frees a lot of resources.
Close every program posible in Windows since Eve is VERY CPU demanding - Even stopping stuff like Winamp and mIRC will help, so close everything you don't need!

If running Eve on a laptop with a ATI card in it then this link might help also http://www.driverheaven.net/patje/, in there you can find a program to modify the normal cat drivers to work on mobility cards - USE AT YOUR OWN RISK! The Cat are not made to run on mobility chips so using this might cause harm to your system, im using this my self on my laptop without any problem but it does not mean that you wont have problems!
Questions or surgestions are welcome and i will try and answer them as long as this thread don't get to old. 
Also i would get realy happy if CCP would take their time to comment on these options since they might be able to explain why Eve runs at so low FPS and what these options do and so on...

They should all give you a FPS boost, but if the priority change gave you that much it seems you have something in Windows that takes alot of resources. I will soon make a list over services and other stuff in Windows that can be turned of and save some resources.

Okay i took at look at the services running on my and one of my friends computer, and these are the services we have stopped. (Thank you to ThunderBird for hes help)
These can be removed but note that Windows update will NOT work untill you have enabled them again!
Automatic Updates
Backgorund Inteligent Transfer Service
These can be removed safely (I will put a note at some of them like print spooler since that will disable any printer usage):
ATI Hotkey Poller
Clipbook
Distributed Link Tracking Client
Error Reporting Service - MircroSoft are drowning in them anyway i think 
Help And Support - If you know how to edit these services chances are you don't need help anyway 
Fast User Switching Compatibility - If your the only one using the computer and don't use remote desktop you probely wont need this anyway
Infrared Monitor - If you got it just disable it almost nothing uses it anyway
Internet Connection Firewall (ICF) - If your behind a router or secure internet connection then you don't need this
Messenger - Removing this will also remove some of thoes ****ty pop-up comercials
Print Spooler - If you don't have a printer then you don't need it
Logical Disk Manager
Remote Registry - Who needs to change the registry over network anyway :)
Routing And Remote Access - If you don't route your internet through your computer then you don't need this
Secondary Logon - Also a network thing and might stop Remote Desktop from working
Task Scheduler - If you need an alarm clock then leave it on 
TEC/IP NetBIOS Helper - Yet another help program, just disable it we are 1337 anyway
Telephony - If your not using modem then just disable this
Terminal Services - Will disable remote desktop and fast user switching
Themes - They are just memory hungry anyway

Again these are the services we have stopped, use at your own risk, after changin some of these services some programs and Windows components might stop working, so tjeck one service at a time a test it.

Thank you ill add that to the info. A note though, it will inded help if you run in window mode. I only run Eve in Window mode as i have to monitor IRC and other programs as well and i have it set to "Interval immediate", using this setting still gives me extra FPS!

I doubt this will make any difference. EVE isn't fill-rate limited so is relatively insensitive to resolution. Use whatever makes the user-interface a good size for you.
This was an advice i got from a friend, he said it worked wonders for him so i added it as it might help others.

This doesn't affect EVE, it affects your graphics card as it has more work to do when maintaining 2 displays. Note this still applies even if running the primary display fullscreen. You can view this in the NVidia display properties by going to "Performance and Quality" and checking "Show advanced settings". There'll be a new entry in the list called "Hardware acceleration" which will show single-display or multi-display mode.
Note while this can add 10fps to Doom3, since EVE is primarily limited by the CPU rather than the graphics card it'll make less difference, but will help a little.

The foreground application should steal almost all of the CPU time when it needs to - unless you're running something CPU-intensive in the background (ie shows 10-20% of the CPU all the time) this won't matter much. Also stopping WinXP services you don't need won't make any difference either - this is a bit of a myth - processes that aren't doing any work don't use any significant CPU (< 1%).
Here you are wrong though, you can never trust a CPU meter it never shows the right amout. Also i tested this before i added it on the list, it maybe dident give much but 1-2 FPS is still a boost.

Don't do this. As I said, unless you're running something else that's doing a load of work in the background it won't make any difference and will make the rest of your system unresponsive, especially in windowed mode.
I dident test this one my self, but i could picture it helping when it helps to stop other programs like mIRC and such. Maybe i should just add not to set it to "realtime" and "high" will work fine and still have a Windows that works.

Turning of HT will afaik only give a slight boost, nothing people will realy notice. And if running 2 clients at once i think its posible to set them to work on each their "cpu" in taskmanager. In not 100% sure though

I dunno about the Exodus client, but turning off "sun is ocluded by ship" in Castor made it alot more stable for alot of people.
Have you tryed that?

I dunno about the Exodus client, but turning off "sun is ocluded by ship" in Castor made it alot more stable for alot of people.
Have you tryed that?

In the BIOS you should be able to find an option to turn of the USB hub somewhere.
They will all still help to give more FPS in Eve but the Exodus client have been greatly optimized so the options in this thread will probely not help much anymore.
