The risk is going up.
Classical demand-offer: fewer people issue bonds due to the known causes, but many keep getting more money and want to invest that money. Result: those who issue bonds dictate the price and can even afford to go riskier, without audits and with bad plans because the request to give money to invest it is getting stronger and stronger while those in need of it don't.
