The remapping windows has three "sections" to define current points allocating per attributes. One for the current points spent for each attributes, one for the implant (which goes from 1 to 5 slot depending on the implants used) and finally the last section which is related to skills.
When trying to rebalance, I've notice that the skill section has some "empty" slot at the end. I would understand if my learnings skills were below lvl 5 (basic and advanced) but that's not the case. When I mouse over that section, it is stated "12 pts from skills". However 14 slots are available in total.
Did I miss something to get full points in that section? Is there new learning skills? What must I do to have full skills points from the last section?

15 (base), 10 (skills) 5 (implants) and then 10% on top of that from learning, yielding a total of 33. |

Wrong.
The attribute cap is: 17 base, 5 implants, 10 skills (not counting the Learning skill). and then 10% on top of that from the Learining skill totalling 35.2
The only way to have that, however, is to be an old Amarr Religious Reclaimer that put 3 extra points in willpower upon creation.
Please, spend 1 minute of your time and check this out

fixed that for you. that is the only Ancestry that could get over 15, before Apocrypha. i doubt it could be retained, if character was remapped, same as low charisma can't be retained for achura.
for all practical purposes (in-game options available to players), 33 is attribute cap.

I had assumed that the last 2 spots were for +7 implants. +6 and +7s do exist in the database somewhere I believe, I'm almost positive they were even listed on the market once (though none were ever available). -------------

I disagree with the fix.
It is still possible to have those stats. It is not possible to make a NEW character with them. But an old character that has them and does not remap will retain them.
And yes, that's exactly the same with achuras. And they do keep charisma 3 unless they remap. I have 3 achuras (on 2 of my accounts) and none of them could get better attribute distribution by remapping, so they'll keep their charisma 3. My willpower heavy character is however a Minmatar, therefore no: I personally do not have a 35.2 willpowered Reclaimer. |

There is no (known) attribute cap. There is a max attributes currently attainable. But cap is shorter and conveys the same idea.
