I hate to be the breaker of the running joke, but...
Yes concord will follow you wherever you go. And if you somehow manage to avoid concord, you've committed a banable exploit.
I.e. you're supposed to lose your ship to concord if you get a criminal flag in high-sec--end of story. If you avoid it and someone petitions it, you won't be playing eve anymore.
