Name the ship Minerliscious or something similar - sit mining into a can with the miner drones and wait for some one to flip you. Gank their frig and pretty much any other cruiser they come back with.
If anyone comes back in anything that's bigger than a cruiser that is likely to be well fit then run away.

Here's a Flipper Bait setup for a Vexor - it takes Electronics V to fit, but you can alter it a bit, or maybe lose one mining laser to make it work.

In case of CPU problems fit "EP-S Gaussian I Excavation Pulse" mining lasers instead of Miner I's.
Almost all flippers will approach you in a frigate; most commonly a T2 fit Rifter. With this you will kill every T1 frigate no matter what they fit.
Watch out for destroyers, T2 frigs and everything bigger than a destroyer though. You might want to have something bigger as a backup nearby, especially if you want to escalate. 
Vexor and Arbi are better at ganking but too obvious imo. The best baiter is the Osprey though, as no one expects it to be a bait.  |

Throw 5 War II's, A Med Neut, and Disruptor/web on an Exequeror. That's more than enough to **** a frig. Any other guns or tank or fittings you can fit on are gravy. Maybe a small remote repper so you keep your drones alive if he tries to fight it out instead of giving in to fate. |

Replace the multi's with racials if you want. Odds are they will be nice and close. If you can't handle the target warp out. after jamming them.
