I only partially agree. I'd love to see an Eve where alliances can only hold space they actively live in. Seeing alliances being concentrated in a few constellations instead of spanning multiple regions because defending space is much harder would be awesome.
That shouldn't be achieved by some arbitrary cap of course, that's not Eve. Concentrating more people into less space would be a good goal, though..first all that crap space has to be made into something worth holding, of course.. |

That's just the other extreme. I'm mostly talking about space like the entirety of western tribute (realsec around -0.1), the extremely screwed up mining in 0.0 ( you'll make a much better profit mining veldspar in tenal and selling the trit there than mining arkonor)
It's not the rarity of super-awesome systems that make the majority of 0.0 crappy. It's the real security status of 0.0 to -0.3/-0.4 that makes up the majority of eve 0.0 but is only used to farm cosmic sigs and drop factory outposts en masse. ----------------------------------------------

Tribute, like Providence, has one huge benefit: It's so close to empire, that one can build capitals in there with great ease. Tributes wealth can be measured in amarr factory outposts. And there are a lot of those. It's also the reason why the western constellations are more or less uninhabited..there's no point. Morsus Mihi is living in three constellations, the rest of it is only used for cosmic signatures.
Other regions, sadly, do not have the luxury of having their core systems within jump range of jita. ----------------------------------------------
