I have Capital Shield Operations trained on two of my characters, But I don't have I only have shield management to LVL 4, and not trained on my other character, DOES this mean I have to spend 14-20 days training Shield management to lvl 5 in order to be able to use capital shield boosters again or will CCP bump up my skills |

Neither.
You will keep the Capital Shield Operations skill and it's benefits at it's current level, but you won't be able to do any further training in it until the prerequisites are met. |

Capital SB which are already fitted to a ship will still work, but you can nolonger fit a Cap SB to a ship

Did you test that? That would be different from how things happened in the past and different from for example people who lose a prerequisite skill when getting podded.
As long as you meet the top skill in each of the 'primary/secondary/tertiary skill required' boxes, you can use that ship/module, regardless of whether or not you actually meet the prerequisites of those skills.

In essence, any combat related activity involving damage has been 'speed nerfed' to just take 6 times longer with a predetermined outcome coined balance by CCP. |
