Better just join a sov holding alliance, or a alliance which ratting access. They may require you to PvP a bit though.

ok i went to another system to reset the timer it was the one next door and i didnt see a change in sec status. step by step what is it that i need to do with this system change thing?

Right basically use whatever ship you like, when i did the same thing as you i used an ishkur so anything above frigs are possibly.
To get the sec status + you have to kill a bs rat then move onto the next system and repeat. You will only get the raise in sec status once you've received the bounty for that rat. The raise in your sec status is taken from the highest bounty rat in the system that you killed in every 15minutes, that's why it's advisable to move system since you only get the raise in sec status for one bs per system per 15 minutes

This depends on the risk you are willing to take.
As previous posters have pointed out you are working a 15 min timer and multiple systems. Each system has a 15 min timer so the better ship you use the faster you can kill a rat and move on.
Now the counter, you will need to be in 0.0 killing BS sized rats in the belts. You will be a prime target for roaming folks.
I run three strategies, in safe 0.0, alliance when we have one or just places where the alliance running the area is too weak to come get me, o/ AAA, I will use a BS or a HAC. Lately I'm loving the Zealot but it's not flexible and they are pricey. When I could care less about pure speed and just want low risk I run a Assault Frig, specifically the Retribution. It can kill any Sansha Rat, yes TS and Faction.. and they are dirt stupid cheap. You have a spare high slot for a cloak and since you are a frig it doesn't wreck your lock time too bad. (On a down side killling anything worth more than a mil takes a few min and you can get chased off your kills before they die)
Ships will vary based on your racial preference and pocket book. 0.0 Rats are not particularly hard to kill. When I am playing in someone else's space, again o/ AAA, I like to have a cloak. I also pop my wrecks.. it keeps passers by wondering what I am up to.

Edit I didn't actually answer that. I have not been in CVA space for quite a while, it was (years ago) ok ratting, my first sustained exposure to 0.0 and camped by hostiles nearly all the time. CVA didn't seem to care about the camp. The do come running for roaming gangs and we now regularly send them through there looking to kill the folks hoping it's friendly 0.0.
My advice would be to look at the map and find three or four systems that don't get used much during your play time. These are typically the ones in a pipe headed to a dead end, the dead end itself is nearly always already in use. If you plan to be small and nimble speed tank the rats, it's much easier than speed tanking players. If you need ammo set up near an NPC station or where you can get to one.
The trick isn't who's space as much as who is watching the space. Once you get past the first 0.0 system you can usually rat in anyone's space. I recommend you base yourself near NPC 0.0 like Stain or Syndicate. That way you can dock and will have access to some market items. The problem is the main access, so I hear I've been using jump clones, HED and nearby systems are camped, a lot.
Moving around in 0.0 is like moving in Low Sec, it takes awareness, practice and a little luck. Once you get deep into 0.0 you are much safer. As an Amarr you get the additional advantage of T1 laser crystals never breaking so no ammo chain to bother with.
As for your earlier frigate question, no it needs to be T2. You may also need more gunnery skills than it sounds like you have.
With larger ships you are making a trade, HAC and BC kill rats much faster than Assault frigs. They have more firepower and can take bigger hits. They are also insanely much more easy to catch in a gate camp, and they are more worthwhile on a kill board so you have a greater chance of being hunted down. An assault frig is tough, the Retribution especially. Its also not a kill people are likely to brag over or waste time seting up mobile bubble camps and probers for. Bring a Navy Raven and people will add you to their address books to get the kill.

Have just fixed my sec status so heres the run down.
-Every system has a 15 min timer, the highest bounty you kill within that timer will turn into sec boost at the end of the 15mins. This means the best way to raise sec is to tour around systems killing a battlehip npc in each system, try and create a loop that takes 17 minutes or so to move through (including time to find and kill the bs rat in each obv ;))
-Fast Talk works and helps, no real point training it beyond lvl3 imo.
-I did some in a wolf with 3 gyro's and some in a vaga, you can do it in a rifter if you want. Bear in mind that even with a 3gyro wolf and decent sp it took me a reload of ammo to kill the 1mil+ bounty BS rats. So obviously, the bigger the ship, the faster you can kill the rats, the more systems you can add to your 17min tour, the more sec boosts you can get...
-0.0 is the obvious place to do this, BS rats everywhere, if your in decent true sec then higher bounties, higher bounties means bigger security status boosts. Low sec will do at a push (I used it when people activley chased me out of 0.0) of which amarr lowsec is probs best bet, it's quiet and has a lot of 0.1 systems. You need 0.1 systems to get BS spawns with any regularity, just dont bother with 0.2+.
