Linkage to my skills first.
I'm specced for all support skills at the moment, I created this char over a year ago and came back around a month ago. I'm so bored of just training support, I want better guns. Should I be patient or respec 9/8/9/8/5 so I can train everything equally and at an okay pace? All learnings 5/4/4 so thats all sorted. It's not enough to rely on my drones now I can do level 4s, I wanna pew pew!
Also should I cross train to a drave/raven for missiles? Seeing as how theyre mission monsters and can use drones for the smaller targets.

First you need to lay out a skill plan. Preferably at least 1 year long. Play around EVEMon, add/remove skills and concentrate on what you really want to do. After creating the plan, use the EVEMon's Optimize Attributes feature (new feature that came with remap), this will optimize you attributes and create the best possible attribute lay out for your plan.
However, if you want to do some training with drones or t2 ship skills (generally anything that requires primary attribute other than perception/intelligence), train them before the ramap.
If you are going to do lots and lots of missions, than drake/raven training might be a good idea for you, however, Domi is also a great ship and you already have most of the support skills ready, I'd try that first.

If I were you, I'd get Gall BS IV Large Hybrid Turret IV Gunnery Support IV
then spend a ****ton of time on drones/support skills, and after that maximize perc/will i know that's what you're sick of doing, but that's what I'd do.
What I'd advice you to do is to get a pretty average spec, something like
10/10/7/7/5 or 9/9/8/8/5 or something like that.
You could also make the year long evemon plan and do the optimize attribute thing, but I know quite a few people who did that and regret it afterwards (including me).

Well the post above cover the bases on future planning - but in a more general approach the two attributes that are used most as primairy are inteligence and perception so its always best to have these two highest - memory is used alot as a secondary attribute so it ahould be next followed closely by willpower - and charisma is only important if you are needing to train social or leadership skills.

Well I did a year long plan and it recommended 15 Per 9 Mem and 5 the rest.. Thats just cos theres alot more gunnery and ship skills I want than support. Should I go for it or go 9/8/9/8/5 for the balanced approach? I plan on playing for more than a year anyway.

I would personally take a balanced approach. Even if you lay out a skill plan for a full year, there is no guarantee that your plan will not change and even then, its nice to keep your options open and to remain flexible. Who knows if you decide to take up industry midway because of a new found passion for building your own ships and ship parts. If you follow EVEMon, you have a possibility of regret if you perchance have to train into something that isn't your primary attribute, with a balanced approach, you wouldn't have any regret because your expectations of the setup is there and it can't really fail you in any way.

Here is a suggestion for you.
1.) Get a copy of EVEMon installed and running. 2.) Make a single Plan that has pretty much everything you want to plan on training for the next year. 3.) Click the Optimize button in EVEMon and take a look at what it gives you.
This new version of EVEMon is well worth the time to invest in learning it.

On the other side of the coin:
I would recommend you take the balanced approach (sans lolcharisma) and train weaponry support to go along with T2 weaponry. Why do I say balanced?
Well, you never know when you abso-****ing-lutely have to get something on the other end of the attribute scale like, say, drones (will) or armor repping (int) instead of a ship skill (per) -
