I also had this problem, but that was back in 2005 when there were even more strange bugs and out-of-nowhere-crashs.
Basically I crashed with my ship in Space and when I relogged all Skills were gone, I could still fly in space but when I docked, all Modules offlined because I had no longer the Skill to use them and it was impossible to undock in my Ship.
I had a bit of panic, but the problem solved itself with the next DT. After that all Skills were back to normal and I had not even lost training.
Just wait out the DT today and if that does not solve the problem, then file a petition. CCP has certainly a backup of all your Skills.

If you get this issue, you should try logging out for 5 minutes first and if that doesn't help file a stuck character petition. I think it's about the same issue than what used to happen with jump clones before the last fix.
