I am confused on the rules as I understand them.
I was mission running and had a corpmate start to complain about someone coming over and can flip him. I was in between mission so I ran the 14 gates over there.
I formed a fleet 1 system before I got there and then warped to him. After a while the corpmate had to log. But 3 minutes after he left the flipper came back. He had the red little box on the lower corner and overview said he was an outlaw.
So I locked him and scrambled him... Concord yells at me and I turn into a pod.
I am not really upset with the loss. annoying but thats eve. I just want to know what I did wrong? what was I suppose to do?

Outlaw just means that there is a bounty on him, not that you can attack him.
If he is blinking red, then you can attack.

A) They are flagged to you or your corporation by stealing from you (or you have an active war). B) They are -5 or below. C) They have performed a criminal act, flagging them to CONCORD (but if this happens they will be dead in a matter of seconds anyway, as you have experienced :p).
What probably happened in your case is that you mistook the "Wanted" indicator (that simply tells you he has a bounty) for the "I'M A FLASHY OUTLAW" blinky red sign.
Have a look at your overview settings and set them up to ensure you aren't confused at any point.
It could also be because you simply had an overview bug, ie. he stole from your corporation 16 minutes prior to you finding him, was still flagged on your overview due to an old bug but when you engaged him 16 minutes had passed so in reality he was not flagged (pretty sure this hasnĘt been fixed yet).

ahh that explains it. I never new there was a time limit to being flagged for pvp.
well now I know, and knowing is half the battle

Don't forget that the flashy red color doesn't mean the same thing as it did before Apocrypha.
An outlaw now has a solid red background. Non-flashing. A solid red background means you can attack that person without CONCORD interfering. It does *not* mean that the person can attack you (although that has nothing to do with whether or not he will).
A person who does a can-flip on you will appear solid red. If you then attack him, he will start flashing red - since you attacked him, he's able to fire back.
Unless there's something I've completely misunderstood.

Exactly the same thing happened to some of my corp mates, so it's not just you. No news on the status of their petition...
